The U.S. Department of Justice reports that
alcohol plays a major role in millions of
crimes every year.
Approximately 900,000 adults and 24,000 juveniles
are in the criminal justice system due to
alcohol offenses. Over 40% of all traffic
fatalities involve a drinking driver. With
increased awareness of the dangers of drinking
and driving, public tolerance of DWI/DUI offenders
has dropped dramatically. 1.5 million people
are arrested for DUI/DWI offenses each year
and approximately 33% of these have at least
one previous conviction. These multiple offenders
create unique challenges for agencies because
alcohol-related crimes require effective supervision,
education and treatment.

Offenders with Multiple DUI/DWI Convictions
Create Many Problems
* Repeat DUI/DWI offenders who do not
maintain sobriety during treatment face a
far greater risk of committing new alcohol-crimes.
* Jail has proven to be an ineffective deterrent
for multiple DUI/DWI offenders.
* DUI/DWI offenders clog our jails and Courts.
* The costs of DUI/DWI crimes are well reported
in the media - deaths, accidents, injuries,
property loss, higher insurance rates.
* Apprehending, adjudicating, supervising,
and incarcerating DUI/DWI offenders drains
limited criminal justice system resources.
* In most jurisdictions, DUI/DWI is a misdemeanor
offense, mandating little or no supervision
and/or treatment.
